The 2-character code identifying the school or center for the department
(FIN_DEPARTMENT_CODE). FIN_SCHOOL_CODE is stored in the format used to
identify schools and centers in the financial system that was used at
Penn before July 1, 1996. Note: This is not the same as the school/center
code in the present General Ledger accounting structure (in use at Penn
since July 1, 1996). Example: 35 (SOCIAL WORK).
