available includes short and long descriptions of the program, the Facilities and Real Estate Services building code (if the program is a building),
and information specific to programs that are capital projects.

Cautions
- This table contains historical information for a program. To view
the current record a program, use the PROGRAM_CODES
table.
- There may be multiple rows for a given fund, as this table stores a snapshot
of the program record as it appeared at the time of the extract to the Warehouse.
Note that the table stores only the latest value of program attributes
-- it does not represent changes over the course of one day. Therefore, the
LAST_UPDATED_BY column displays only the last user to update the program record
in the day. To sort all rows in chronological order, be sure to use a date
format that includes time specification.
- When decoding a PROGRAM_CODE, decide whether you want the 60-character PROGRAM_DESC,
or the 70-character PROGRAM_LONG_DESC.
