There is one PENNERA_PROPOSAL_INTL_LOCATION
record per proposal (INSTITUTION_NO) per COUNTRY_OF_ACTIVITY. A proposal with international activities may have one or more countries of activity.

The data for the COUNTRY_OF_ACTIVITY is available only for proposals that: (1) entail activities occurring outside the United States of America, (2) were created using PennERA's Proposal Development (PD) module, and (3) include a Certification by Principal Investigator that was completed after April 19, 2010. (Before then, PennERA did not capture data for this field.) PENNERA_PROPOSAL.PD_FLAG indicates whether or not the proposal was created using PD. The Data Warehouse does not store information on when the Certification by Principal Investigator was completed.
