I get a message "JavaScript error while calling onChangeDocID" when trying to create a new document in FireFox.

There are two possible workarounds. Please try using IE or change your Webi Preferences to use HTML for both view and modify as follows:

Log into BusinessObjects BI4.
Click on the Preferences link at the upper right.
Click Preferences > Web Intelligence in the Preferences window.
Select HTML in the View and Modify sections.
Click the Save & Close button.
